Hong Kong has an Executive Council consisting of

6 officials and 8 unofficials and a Legislative Council consisting

of 12 officials (in addition to the Governor who is both

President and a member of the Council) and 13 unofficial

(10 Chinese and 3 Europeans).

In answer to a Parliamentary Question on 21 March, 1967,

the Secretary of State for Commonwealth Affairs said: "Because

of Hong Kong's special circumstances it is not possible to think

of normal self-government in the Colony, or to consider an

elected legislative council
