Hong Kong is now by far the largest (in terms of population and economic activity) of the dependent territories of Her Majesty's Government. It is one of the most densely populated areas in the world. However, because of Hong Kong's special circumstances, there can be no constitutional progress towards self-

government.

The central Councils of the Hong Kong Government consist of an Executive Council consisting of six officials and eight nominated unofficial members; and a Legislative Council consisting of twelve officials (in addition to the Governor who is both President and a member of the Council) and thirteen nominated unofficial

members.

Hong Kong's annual revenue and expenditure during 1969/70 stood at 2170 million and £139 million

respectively.

The Chancellor of the Duchy of Lancaster, Mr. Rippon, visited the Colony in September, 1970, and the Parliamentary Under Secretary, Mr. Royle, also visited Hong Kong in

October, 1970.

Area: 398 square miles. Population 4,035,000.
