Constitutional position
Since 1969 Colony has had House of Representatives of 23 elected members and 7 officials, and a Governing Council with equal numbers of elected members and officials, under chairmanship of the Governor.
British residual powers
Governor is not required to consult Governing Council on defence, external affairs, internal security or some public service matters.
Economic structure
Economy is largely based on subsistence farming though others are being made to stimulate copra production.
