HOUSE OF LORDS DEBATE ON DEPENDENT TERRITORIES

1.

At a meeting held this morning under Miss Emery's chairmanship, the mechanics and the prepar- ation and handling of material for Lord Lothan's reply to Lord Shepherd's motion were discussed.

2. It is not possible, of course, to predict all the points other speakers may raise in the course of the debate. However, it might be helpful if Lord Lothian could have some brief background material on each of our dependent territories for reference purposes. To be of any value this would have to be as succinct as possible, and after discussion with Nr Blain it is suggested that geographical departments should send to him, to meet the agreed timetable, these background notes - typed in double spacing on blue paper

for inclusion in an indexed annex to the speech.

3. These notes should be compiled as far as is possible in the same way, and, with Mr Blain's agreement, I have attached an example of the way in which these are being prepared in IOD with the suggestion that your department may care to follow this pattern.
