Crown Colony with an Executive Council and
a Legislative Council of 12 officials (in addition
to the Governor) and 13 unofficials. The Governor
presides over both Councils and has a casting vote
in the Legislative Council.
The Governor is required to consult with the Executive Council exgépt where matters are unimportant
or too urgent. We may act contrary to the advice of
the Executive Council but in such cases must report
fully to o the Secretary of State.
