HOUSE OF LORDS DEBATE ON "BRITISH COLONIAL

TERRITORIES

I refer to Miss Emery's minute of 19 November,

1970 addressed to Sir Leslie Monson.

A meeting was accordingly held this morning under the Chairmanship of Miss Emery between representa- tives of the Dependent Territories Departments;

t.ie Dependent Territories Administrative Staffing Unit; C.C.D.; F.P.A.D.; Personnel Policy Department; and the 0.DA. to discuss in broad outline the draft of the Minister's Speech and accompanying brief for the Debate in the House of Lords on Tuesday, 8 December.

The meeting also considered the contents of a note of a conversation held on 23 November between Lord Shepherd and Miss Emery indicating the likely trend of the Debate.

It was agreed that the timetable for the preparation of papers should be as follows :-

F.P.A.D. would produce a brief for submission to the 0.D.A. not later than Monday, 30 November, où British budgetary assistance for inclusion in the main paper being prepared by the O.D.A. on the general philosophy of I.M.G.'s aid policy towards the Dependent Territories. This pape obe discussed at a meeting to be held at the A. on Tuesday, 1 December, at which attendance by representatives of the F.C.O. Dependent Territories Departments would be optional. An agreed paper to be ready for circulation to Mr. D. Blain, C.C.D., on Wednesday, 2 December.

D.T.D.'s would prepare brief factual notes in respect of each of their territories. A "guidance" note is being circulated separately to D.T.D.'s in the F.0.0., with the concurrence of C.C.D. so as to ensure that the notes folloW a uniform pattern. Papers should be ready for submission to Mr. D. Blain not later than Monday, 30 November.

(iii) Personnel Policy Department would likewise

submit to Mr. D. Blain not later than Monday, 30 November, a note regarding the process of review now taking place within the Office and the opportunities offered by the recent merger of the O.D.A. with the F.C.0. Simultaneously, Mr. Scanlon of the Dependent Territories Administration Staffing Unit would draft, in conjunction with 0.D.A., material on staffing problems and policy as regards H.M.O.C.S. officials and contract staff in the Dependent Territories.
