service of Administrative Officers in
dependent territories vary according to the
circumstances of the individual dependent
territory.
7. A further complication is that the ODA
sâministers the system of the Overseas Service
Aid Scheme (OSAS) in respect of British and
other expatriate staff in a number of
independent countries as well as in the
dependent territories.
The financial
administration of administrative posts held
by expatriates in dependent territories
cannot easily be divorced from the general
administration of the OSAS covering independent
and dependent territories alike. In addition,
the ODA administer all the expatriate staff in
the dependencies on common principles covering
discipline and superannuation, as well as many
other matters. The administration of staff in
administrative posts is only part of this
general administration and cannot easily be
separated from it. It is, therefore, not
Feasible at this stage for the Diplomatic
Service Administration to take over from the
ODA those parts of its activities concerning
only administrative posts and Administrative
Officers serving in the dependencies.
