As you no doubt know, there is to be a debate in the House of Lords on the Dependent Territories on
12 January, 1971. I understand that Lord Shepherd, who is the instigator of the debate, is most unlikely to raise anything about Hong Kong; nevertheless, we have prepared defensive notes, and these are attached.
2.
I should be grateful for your views as to whether anything else should be put under the heading "Labour Situation". In general, we shall want of course to expose as little surface as possible.
3. I am also attaching a copy of a "Fact Sheet" which we have also prepared for the debate.
