I understood you to say that you were at present engaged in an exercise concerned with the Consular Relations Act, which might have some bearing on this matter, and I should be grateful for any advice or information that you can provide. I should make it clear that we as a department are not pressing for any arrange- ment to confer reciprocal Consular privileges, as between the United Kingdom Trade Commissioner in Hong Kong, and the Head of the reorganisation Government Offices London. The matter has been raised by Hong Kong, and it has been indicated to the Governor (see the penultimate paragraph of (21) of attached file) that we see considerable difficulty about bringing any such arrangements into being.
