/1 is the record of our discussions with the Governor about the reorganisation of the Hong Kong Government Office in London.
2. Hong Kong Department has no objection to the Governor's proposal that whatever arrangements. are made for the Director's duties they should not be so strictly defined as altogether to preclude exploratory talks on policy issues. We would however make it clear that such exploratory talks could only be entered into with our knowledge and agreement.
3. I should be grateful to know if your department would have any objections to the Governor's proposal. It represents little if any advance on the present position as stated in paragraph 6 of Mr. Carter's minute of 8 October.
