Thank you for your helpful letter of

27th January, 1969. The delay in replying has been due to the research needed to establish first what "privileges" the UK Trade Commissioner enjoys.

I am glad you are able to confirm acceptance of the proposed title "Administrative Commissioner for the Government of Hong Kong in London". I have not yet put this proposal formally to the Executive Council, but I have mentioned it informally in Council, and I do not expect any objection when it is put formally. This I will do when our plans for the reorganization of the London Offices are complete and the proposals as a whole are put to Council.

I am glad also for confirmation that you would see no objection to the functions of the post being extended to include exploratory talks on policy issues, provided that these take place with your knowledge and agreement. This is quite satisfactory from our point of view.

Insofar as the matter of privileges etc is concerned, the United Kingdom Trade Commissioner in Hong Kong enjoys the following exemptions :

(a) from rates on premises under section

38(2) (b)(ii) of the Rating Ordinance, Chapter 116, which grants exemption to tenements "owned or occupied by the Government of Hong Kong or of any part of the Commonwealth"; thus his office, his own residence and the quarters of some of
