Recommendation 6: That under the Administrative Commissioner, the office should be organised in five sections as follows:

The Administrative Commissioner would replace the
present Director. His rank has been discussed in paragraph 18 above. Regarding the various section heads, the grades proposed are as follows:

Commercial Section. To be in charge of an Assistant Director, posted (as at present) from the Commerce and Industry Department. This would ensure that the vital "commerce and industry" functions are adequately handled.
Information Section. To be in charge of a Principal Information Officer, who initially should be recruited in Britain since he will require close acquaintance with British information agencies and personalities (this should not preclude the eventual posting of an officer appointed in Hong Kong to fill this post).
(iii) Administration Section. To be in charge of an
Executive Officer.

Chinese Liaison Section. To be in charge of an experienced Chinese Administrative Officer.
Students' Section. To be in charge of the Students' Adviser, who would either be a seconded Senior Education Officer or an overseas officer of equivalent status, but specifically selected after regard to his knowledge of higher academic institutions in Britain, in view of the need for personal contacts therein.
