I attach copies of two telegrams which have just issued to Hong Kong on the subject of the reorganisa- tion of the Hong Kong Government agencies in London.
2. If Hong Kong have any comments to make I would expect to receive them by Monday and certainly by Tuesday. I will let you know on Tuesday if there are any amendments to be made to the press release as a result of any comments from Hong Kong. Both telegrams have been agreed with Mr. Sedgwick and Mr. Boxall.
3. If this matter should be raised at press con- ferences, the important point to make clear in response to any specific enquiry on the subject is that there will be no change in the status of the Head of the Hong Kong Government Office in London, despite the change in his title. I.e. the post is not a diplomatic one and carries no diplomatic status, functions or immunities. The whole exercise is purely an administrative reorganisation to take account of the increased work of the various Hong Kong Government agencies here. If you require any further briefing please let me know.
