co-ordinate the activities of government departments in
the areas in which they operate. The scheme is not in
any way a substitute for the development of a system of
local administration; but clearly it could contribute
greatly to the efficient working of local authorities
as well as improving government communication with the
general public.
13. In final discussions with the Minister, the Governor undertook to formulate proposals for local government reorganisation as soon as possible and to proceed with a review of the advisory committee system.
