Inspite of your letter of 29 July I am afraid I

must insist that copies of Hong Kong's two applications
for assistance from Colonial Development and Welfare
with Funds for the expansion of aeronautical telecommunica-
tions at the airport at least find a place on your
files. These are after all CD&W applications, and
whether or not I
or my Minister "sponser" them,
they stand as a request by the Government of Hong Kong
to draw on your Ministry's funds. I am quite aware

that the statement that "the reasonable needs of the
dependent territories are a first call on our aid
funds" is not one from which Hong Kong, in the present
state of its finances, is free to draw much comfort.
But I am just as surprised to find you refusing requests
you have never seen as you were by the evidence of my
earlier letter that I was about to approach you.
I expected to find your Ministry sympathetic to
the Treasury suggestion that the Board of Trade was the
right source of funds. However, for the record, the
last time Steel's finger pointed anywhere for this
lusive sume of money it was in your direction.
