The Treasury have suggested we might

give traffic rights to KLM in Hong Kong in return for Dutch finance to assist development

of Kai Tak airport

paragraph 5 of Mr. Steel's letter of 28 March. I commented on this in

my minute of 1 April.

In the light of AMT's views and Board of Trade views (paragraph 6 of Mr. Coe's letter), I propose to turn down the proposal in the terms of the attached letter. I would be

grateful for your early comments.
