I understand from you that we have reached a state

of impasse over Hong Kong's request for financial assistance. I am impressed by the strength of Hong Kong's case based primarily on the blatancy of our use of Kaitak as a bargaining weapon in bilateral negotiations with foreign and Commonwealth airlines (see for instance paragraph 5 of telegram No. 80 of 17 April to Colombo). It may be useful, therefore, at this stage for us to have a meeting amongst ourselves to consider where

we go from here. I will try to arrange such a meeting

for early next week.
