It ought to be possible to get something, perhaps up to £1 m. from one or
more of these 3 sources.
There are various other possible sources we considered: (7) Commonwealth Levelopment Finance Company Limited.
Not very promising as it is seeking to get into equities rather than loạn capital, but it is not in any way restricted to developing countries (nor even now to the Commonwealth) and I would not rule out the possibility of getting 21 a. from it.
(8) ECOD. If we set about seeking to maximise the British
export content of the works, we should certainly be able to get something from this source. On top of this ECOD ought to be able to find something if a British "contractor undertakes the work. In the Tunnel any
sort of partial precedeat?
(9) The operating airlines. This may sound far-fetched, but I have never understood why operating airlines should be expected to erect and pay for their own terminal fecilities at John F. Kennedy Airport, but nowhere else, Would it not be worth making a real effort to screw some money out of the operating airlines (including BOAC)↑ Obviously there is not room at Kaitak for several separate airport buildings, but it should not be beyond the wit of man to devise an ar.angement under which each airline using the airport has to contribute part of the cost of the new terminal building and air cargo
complex.

Organising all this will take up more time and energy than anyone in Hong Kong Department can devote to it. can anybody be found from Aviation, Marine and Telecommunications Lepartment or from Pinancial Policy Department. So I suggest that what we used is to find a one-man "Whitehall entrepreneur-" who can be put full time on to this job for perhaps a few
