Following our meeting last week under

Sir Arthur Senlling I undertook to let you have a note about CDC and CDFC in this context. Mr. Baillie has done research and I attach a copy of his findings. I think one must add the comment that although CDC only needs to obtain the approval of the Minister of Overseas Development before being authorized to begin operations in new territories (which would not apply here because it is already in operation in Hong Kong), their new money comes from ODM votes and they must obviously take care to keep on the right side of the Minister. Whatever report the resident CDC manager submits from Hong Kong, CDC itself would thereafter find it necessary to clear. their yard arm with the ODM. But if we could suggest that we were brought in on each successive move, we might be able to tip the balance when ODM assess this project.
