Incidentally, I wonder if you have seen the enclosed copy of a letter from Lawrence Kadoorie, which was copied to me? Although it was written before Hong Kong were notified of the recently agreed easement in ECCD's terms it does, I think, illustrate very well the local view at the time of ECGD's attitude towards the project. against the background of these somewhat emotional attitudes that I feel we must be particularly careful in our handling of the situation.
