I attach a draft answer and Notes for Supplementaries together with a draft Submission relating to Mr. Humphrey Atkins' P.Q. about the cross-harbour tunnel. All these are agreed with E.C.G.D.
Mr. Gill tells me that the drafts have been cleared with his Under-Secretary but that he thinks it possible that Sir A. Percival will wish to comment. I have said that we must receive any comments by mid-day.
