I enclose a copy of a letter from Fogarty in Kuala Lumpur about his recent talks with Sir John Cowperthwaite in Hong Kong.
We shall be grateful for any advice you can give as to what we might say in reply. We gave Fogarty a general brief before his visit and will let him have copies of the recent Ministerial exchanges. But is there anything else that we can usefully say, for instance about individual proportionate guarantees or whether you still have an application before you.
