2. It was left that Lord Shepherd would arrange for a telegram to be sent to Sir David Trench asking if arrangements could be made for a similar meeting with Ho Yin during Mr. Royle's forthcoming visit. The Minister stressed, however, that it was essential

no impression should be given to Ho Yin that the proposed meeting had, in any way, the blessing of HMG. Mr. Royle subsequently added that he would only consider going to Macao if the security authorities thought it would not be imprudent for him to make the journey.

3. I have spoken to you about the tunnel and a telegram to the Governor has issued. You will also be coming down to discuss the matter with the Minister tomorrow

morning. In regard to the possibility of Mr. Royle seeing Ho Yin in Macao, and the desirability of him trying to discover the Chinese intentions about Mr. Grey if he were to do so, may I leave it to you (in concert with Mr. J. Murray, to whom this note is copied) to consider the matter and let me have your advice?
