The Prime Minister has seen the exchange of letters between your Minister of State and Lord Brown at the Board of Trade about French interest in the Hong Kong tunnel.
The Prime Minister has asked that the Ministers concerned should examine the key differences between what the French are likely to offer and what we have been prepared to offer. He has asked whether the difference is likely to be sufficient to make the French proposition acceptable and whether our own offer could be improved to match the French.
I am sending copies of this letter to Mann in Lord Brown's Office at the Board of Trade, Fitchew in the Minister of State's Office at the Treasury and to Gruffydd Jones (Cabinet Office).
