Many thanks for letting me see the various corres- pondence and the letter dated, London, 31st January, 1969.

Perhaps these comments should not have been written but, in the interests of British Exports, I feel it is essential those in authority should know of the reaction of some of us here to the cavalier treatment accorded to us by E. C.G. D. which, until recently, I misguidedly assumed was an institution designed to promote trade with the U.K.

The history of the trans-harbour tunnel is known to many and is available to any who may be interested.

Suffice it to say in parliamentary language that it is somewhat confusing:--
(a)
When a carefully studied Public Service Project in a British Colony,
(b)
promoted by a leading British Firm,
(c)
whose Directors in their various capacities are responsible for purchases in the U.K. worth several million Pounds annually,
(d)
who are advised by a leading firm of British Consultants,
(e)
and who, after lengthy negotiations, obtain a competitive tender from a leading firm of British Contractors,
find that the word "British" has become the Lowest Common Denominator instead of the Highest Common Factor.
