Mr. Martin of O.D.M. telephoned this morning to say that O.D.M. would like a meeting with representatives of the F.C.0. (from a conversation which I had yesterday I gather they wish to exclude the Treasury at this stage) about the pensions problem. They hope to send us copies of a paper shortly, outlining the main points for discussion, and are thinking in terms of a meeting on Friday, 26 September or Monday, 29 September. I said we would welcome a meeting and would let O.D.M. know who would be coming in our side. I propose to go myself and I should be grateful if you could find out from the geographical departments concerned, including those responsible for dependent territories, how many of them wish to be represented. I would see considerable advantage in our having along anyone who wants to come because it will be necessary, particularly at this first stage, to ensure that all the problems likely to arise receive proper consideration.
