Pensions Policy

Mr. Fairclough's minute of 18 November sets out the position very well and I should be grateful for your views on how we might proceed in relation to dependent territories. We have now reached a stage where we want 0.D.M. to press on with the preparation of a Cabinet Committee paper. We hope that this will be forthcoming during the course of this week or next. I do not think this need be delayed pending further study of the inclusion or exclusion of dependent territories. I propose that we should say to 0.D.M. that we would in principle want the dependent territories to be included in the scheme provided a way can be found round the Hong Kong difficulties.
