"I propose to publish a White Paper as soon as possible. In general we

are willing to assume responsibility from 1 April 1971. I cannot contemplate

reimbursement of expenditure incurred or due to be incurred up to that date.

In broad terms the officers whose pensions would be included in any arrangement

would be those who are covered by a Public Officers Agreement or would in my

view have been covered if there had been an Agreement and who are not citizens

of the country concerned. Outstanding commutation and compensation loans

would also be covered and annual payments of principal or interest due after

1 April 1971 would be waived.

Responsibility for pensions in respect of post-

independence service would remain with the overseas government.

"I propose to lay before the House a Bill which would enable me to assume

responsibility if necessary for the payment of individual pensioners. Until

there is such enabling legislation I can only proceed by way of annual

reimbursements of the total amounts involved to the governments concerned.

In view of the new policy I have just announced the Government intends

forthwith to seek discussions with the Government of Tanzania with a view to

the resumption of aid to that country.
