If Honourable Members take the view that a scheme of immigration control for Commonwealth citizens on the above lines should be introduced, the first step would be to ask HMG to issue the necessary instructions to British Commonwealth visa-issuing posts, It would also be necessary to draw up more detailed instructions for issue to Immigration Department officers in Hong Kong.
Staff and Funds

A modest increase in staff would be necessary as well as additional accommodation and additional punched card machinery, but details have not yet been worked out. Funds are available for expul- sions but might be insufficient.

Honourable Members will be asked to advise whether a scheme of control of Commonwealth immigrants should be introduced on the lines set out in this memorandum.
