ENTRY OF COMMONWEALTH CITIZENS INTO HONG KONG
Further to my telegram 519 of 30th June, 1969, I forward herewith a copy of Memorandum for Executive Council XCC(69)29 which was considered on 24th June 1969.

Council advised and I ordered that a scheme of control of Commonwealth immigrants be introduced on the lines set out in the memorandum, subject to the following amendments:
(a) the criteria for entry of Commonwealth citizens -
for employment should be the same as the existing criteria for aliens i.e. those set out in para.6 of the Memorandum and para.4 of my telegram;
(b) the scheme should not apply to U.K. belongers
(though it will apply to citizens of Eire who do not also hold British passports).
