Please refer to Hong Kong telegram 119 to FCO and our telegram 390 about the Governor of Hong Kong's wish to institute a general scheme of control over Commonwealth immigrants into the colony. In our telegram we mainly addressed ourselves to Pakistani nationals since it is apparently the influx of Pakistanis which caused the Governor to wish to take action.
2. In addition to Pakistanis there are of course a number of other Commonwealth missions here (apart from ourselves!) i.e. India, Ceylon, Tanzania and Zambia all have embassies here, and there is a Canadian journalist and indeed in the future there could well be a Canadian diplomatic mission here. Undoubtedly there are also Commonwealth citizens from countries not represented here who come on business visits, e.g. Australians etc.
3. We hope therefore that there will be no problem about any of these people visiting Hong Kong. We certainly would be most unhappy to have to take on Entry Certificate work here. As you know, we have recently had our experienced visa clerk taken away from us by the Chinese authorities and the Office would be put under some strain if it had to take on more chores in this field.
