question in any case where special treatment is, in fact, given to citizens of other Commonwealth countries, it would be helpful if this could be specifically stated in an explanatory note on the answer.

Although the immediate purpose of all the questions is to establish what information is available this is only a step towards gathering the information together and attempting to prepare analytical abstracts. It will save a second round of requests and much time if governments could supply copies - or summarise of the latest edition, preferably annual, of the published data or of the legislation (including administrative regula- tions) referred to in the answers to the questions. Initially it is not intended that this information should be published and governments may wish to indicate any information which they particularly require to be treated
on a confidential basis.
To summarise, the main points to be borne in mind in answering the
questionnaire are: -

it is important that all of the questions should be answered putting "N/A", "NIL" or "NO INFORMATION AVAILABLE" where it is not possible to give a substantive answer;
although the questions are designed for yes/no answers any elaboration by way of explanation or comment would be welcome and should be given on separate sheets with cross-reference to the question, if this is considered necessary;
copies of data or of legislation or administrative regulations relevant to a question should preferably be sent to the Secretariat together with the replies to the questionnaire. In the case of data it should preferably be the latest available
annual edition;
special treatment accorded to citizens of other Commonwealth countries should be shown even if no special provision has
been made for it in the question.
