We spoke briefly on 1 July regarding Hong Kong telegram No. 519 of 30 June and I thought you might be interested to see the attached.
2.
The Commonwealth Secretariat are expecting that all independent Commonwealth countries except Australia will complete the questionnaire. They have not asked that it should be answered by Dependent Territories but, from speaking with Mr. Aston, I know that they would welcome any con- tribution by them.
3. You might consider that this is not the appropriate time to ask Hong Kong to complete the questionnaire, for information of and use by the Commonwealth Secretariat. At the same time it occurs to me that you might see value in asking the Hong Kong Government to complete the questionnaire, for H..G.'s information, reflecting the position when the new scheme of control has been put into force.
