Thank you for sending in draft your submission on the above matter. I have no comment on the submission itself, but suggest that in the draft circular saving telegram to British missions, etc., mention might be made of the, admittedly slight, advantages which Commonwealth citizens would enjoy over aliens (paragraphs 6 and 8 of the Executive Council Memorandum).
