The draft circular telegram at Flag A seems alright. I remember that you earlier thought there might be advantage in the news being broken to the Indians in Hong Kong rather than in Delhi. As it would look rather odd to make an exception in the case of the Indians we would presumably have to press for the same procedure to be followed in the case of all countries with representatives in Hong Kong. I have discussed this with Mr. Gaminara who does not much like this idea because of the uneven nature of representation in Hong Kong and thinks the message has a better chance of being properly delivered and understood if the approach is made in capitals. On the whole, despite the rresentational advantage of doing it in Hong Kong, I agree with Mr. Gaminara.

A point not mentioned in the submission is that the Indians/Pakistanis may well dislike the distinction made between UK belongers and non belongers but there is clear practical justification for this and I do not think it is worth labour ing this point in any case the Indians themselves already discriminate in controlling the entry of Hong Kong nationals (between Chinese and non Chinese).

I am not sure whether the roint's raised in Rawalpindi telegrams Nos. 574 and 581 (attached) have been covered in separate correspondence with the post. If not I suggest a paragrarh should be added to the telegram making the points in para. 12 of the draft submission.
