Commonwealth Immigration into Hong Kong
You should by now have seen a copy of Hong Kong telegram 519 on the above subject. I am enclosing with this minute copies of a draft submission and its supporting documents. I shall be grateful if you will say whether your department has any comments to make on the draft. NIL returns could most easily be notified by telephone (Main A 171) but I shall be leaving the office for a fortnight's leave at close of play on Wednesday, 16 July, and thereafter any comments should be sent to Mr. Carter.
2. You will note that the Hong Kong Government have tentatively suggested 1 August as the date for bring- ing the scheme into operation, but I do not think that this date would allow sufficient time for all the preliminaries to be completed. Nevertheless, it will be appreciated if you will let us have your views as soon as possible.
