no known record of serious crime and no likeli-
hood of their becoming a burden on the Colony:
(a) Persons who have a substantial link with
the Colony on account of prior personal
residence in Hong Kong or close business
connections;
(b) Persons joining certain relatives in the
Colony as specified in the annex to this
saving telegram;
(c) Persons who the Director of Immigration is
satisfied will make a substantial contri-
bution to the economy of the Colony.
Criteria for the Issue of Entry Visas for
Employment
7.
Commonwealth citizens seeking entry for the
purpose of employment will be allowed into the
Colony in cases where there is nothing on record
to their detriment and provided that:
(a) they possess some special skill or know-
ledge not readily available in Hong Kong;
(b) their employing firm is a reputable one;
(c) the activities of the applicants and their
employers are beneficial to the Colony as
a whole.
Conditions for the Entry of Relatives
8.
Once a mother or father has entered the
Colony, their unmarried sons and daughters under
the age of twenty-one, and certain other
relatives, can normally follow. Details of the
conditions for the entry of relatives are set
out in the annex to this saving telegram.

19. Virtually all the immigrants in this
category are Pakistanis travelling from Pakistan
to Canton by Pakistan International Airlines.
