already has powers to refuse entry in certain circumstances
(e.g. to a person "who is unable to show that he has the
means of decently supporting himself and his dependants, if
any, until he obtains a livelihood": or to a person "likely
to become a vagrant, beggar" etc.) and he will continue to
exercise these powers in addition to those provided for the
operation of the scheme.
Exceptions to the Scheme
4. The new controls will not apply to United Kingdom or
Hong Kong "belongers"; or to citizens of the Irish Republic
provided that they also possess United Kingdom passports; or
to bona fide tourists and business visitors. For the purposes
of the scheme United Kingdom "belongers" are defined as the
holders of British passports issued in the United Kingdom
provided that these are not endorsed as being issued on behalf
of some other territory; and persons born, naturalised or
registered as British subjects in the United Kingdom.
Tourists and Business Visitors
5. Bona fide tourists and business visitors will be allowed
to enter the Colony without visas for visits of up to three
months with the opportunity of extending their stay.
Criteria for the Issue of Entry Visas for Residence
6. The entry of Commonwealth citizens for the purpose of
residence will be allowed in the case of the following three
categories of persons provided that there is no security
objection, no known record of serious crime and no likelihood
of their becoming a burden on the Colony:
(a) Persons who have a substantial link with the Colony
on account of prior personal residence in Hong
Kong or close business connections;
