Entry of Commonwealth Citizens into Hong Kong
No objection is seen to the proposals you have
outlined.
2. Enclosed for your comments is the draft of a Circular Saving Telegram it is proposed to issue to all posts and
dependent territories as a basis for giving the Governments concerned advance information, in confidence, of your
intentions.

It would in our view be desirable to indicate in the
Circular whether posts are to be given any measure of discretion in the grant of entry visas and, if so, which categories of applicants are to be referred and which can
be decided in discretion.
4. We should also be grateful for your views on the timing of the issue of the Circular bearing in mind that two weeks should be allowed to ensure arrival at most posts and dependent territories. In the case of some remote posts and dependent territories a longer period will be required, but in such cases it does not seem necessary to inform the
Governments concerned in advance of the introduction of the
scheme.
