We have heard from Governor Hong Kong that news
of his proposed controls over Commonwealth immigration
has leaked and will appear in tomorrow's edition of Far
Eastern Economic Review which disclosure, though wrong
in detail, contains basic facts. Reuters' correspondent
has seen article and news may thus break tomorrow in
London, Rawalpindi, etc.

We understand a statement may be made in Hong Kong
tomorrow.
