Persons who normally reside in Hong Kong
may find themselves abroad when these measures are
introduced and may approach visa posts for advice.
For the period up to 1st October 1969 arrangements
have been made in Hong Kong for the issue of visas
to such persons on their arrival, after the controls
have been imposed. To avoid embarrassment or
delay, Visa Officers may up to 1st October 1969
issue visas to such persons without reference,
provided they are satisfied that the applicant
normally resides in Hong Kong. Such visas should
be endorsed "entry- returning resident".
8.
NOTE If the passport contains a "visa applied
for Hong Kong" endorsement, this will
normally indicate that it is the intention
of the Hong Kong authorities to exclude
the holder, and therefore, despite the
fact that he/she appears to have been
normally resident in Hong Kong, such
applications should be referred to the
Director of Immigration.
Will you please inform the Government
to which you are accredited, or which is under your
administration, in advance and in confidence, of the
Hong Kong Government's intention to introduce this
scheme with effect from 8th September, 1969. In
response to enquiries as to the reasons for
introducing this scheme, you should say that
it is due to the need to control the entry of unskilled
labour into Hong Kong. You may also advise them
that any Commonwealth citizen arriving in Hong Kong
without a visa, for a purpose for which a visa is
required, is liable to be refused permission to land.
