Entry of Commonwealth citizens into Hong Kong.
I forward herewith the text of a proposed revised draft circular saving telegram to all visa posts.

Posts will have discretion to grant entry visas without reference only in the case of civil servants and those covered by paragraph 5 of the circular. I hope you can agree that all such visas will be issued free of charge, and would be grateful for confirmation.
