The Private Crrice has indicated that Nr. koyle's purpose is to present a petition from the Heung Yee Kuk. I think it is possible that Mr. Royle might take the opportunity to mention Hong Kong's application for a loan to resist in financing the development of Kal Tak Airport; he raised this with Lord Shepherd on his return from a visit to Hong Kong in January.

3. Initially I felt some concern that the Heung Yee Kuk might be attempting to by-pass the correct channel for petitions to the Secretary of State, as laid down in Colonial kegulations, Flags B2 But it seems from an exchange of telegrans with the Governor
B2But and C3 that they have in fact presented the petition through him in the
correct manner.
