REORGANISATION OF LOCAL ADMINISTRATION,

HONG KONG

Problem

In 1966 the Governor of Hong Kong instituted a general

examination of local government in the Colony. There have been

three reports on the subject :-

(a) by an official Working Party (published in 1967);

by an ad hoc committee of unofficial members of the Urban Council (published in 1966); and

(c) by a Secretariat officer (W. V. Dickinson):

this report

was completed in 1968 but has not been published, although a summary of the recommendations in it has been referred to the Urban Council and to the Heung Yee Kuk (the Rural Advisory Council for the New Territories) for their views.

The outcome of the Government's examination of these reports, which

has been delayed by confrontation and its aftermath, is awaited. It is unlikely that as yet any firm conclusions have been reached.

The Minister wishes to initiate discussions on the subject during

his forthcoming visit.

Recommendation

2. I recommend that during his forthcoming visit to Hong Kong the Minister should ask the Governor for details of the progress made

to date by the Hong Kong Government in their study of this matter, with a view to some preliminary discussion of the issues that are under consideration. General guide lines for the Minister's use are suggested below.
