Education
26. The functions of the Council should be increased, including some more aspects of education.
Functions of District Councils
27. The functions of the District Councils should include, e.g.:
(1) Certain welfare services.
(2) Bathhouses and public latrines.
(3) Inspection of premises for enforcement of health legislation.
(4) Control of vermin and pests.
(5) Sanitation.
(6) Noise and nuisances abatement. (7) Street names, street lighting.
(8) Hawkers and markets.
(9) Street cleansing.
28. If District Councils are set up, minor functions such as regis- tration of births, deaths and marriages, as proposed in the original Ad Hoc Committee's Report, would be taken over by the City Council with the District Councils carrying out the routine work.
Finance
29. Rates would be fixed by the Hong Kong City Council subject to the approval of the Governor. The Council would be responsible for allocating funds to District Councils if these Councils are set up.
Language
30. The language of District Councils would be Cantonese and/or English.

31. It is proposed that the following time-table be considered for gradual implementation of the foregoing proposals:
