Medical-it is suggested that the function of the Medical Advisory Board should be changed so as to permit the Board to initiate action rather than to have matters referred to it in this phase.

Finance
21. The proportion of rates allocated to the Council should be increased to meet the additional functions.
Staff
22. During the second phase, all staff seconded to the Council would become permanent employees of the Council as may be agreed. The Council would then be responsible for engaging all future staff.
Language
23. At this stage, the Council should have an efficient simultaneous translation system in operation. The law should be amended to permit also Cantonese-speaking members of the public to be either appointed or elected as Members of the Council. The language of the Council would be either English or Cantonese.
PHASE III
District Councils
24. At the start of Phase III, consideration should be given to the setting up of District Councils. The membership of the District Councils could be as follows:
Official Members:
There should be no Official Members on District Councils. They would not be Mem- bers and would not have the right to vote. However, senior members of the departments coming under the jurisdiction of the Council or working with the Council would attend committee meetings as advisers or as co-opted members as may be desired.
