Urban Services might be elected Chairman. Within one, or at the l two years, and certainly before Phase II, the Council should electr Unofficial Chairman. It is at this stage that consideration might be given to changing the name of the Chairman to 'Mayor'.

Assistance to Councillors

13. Some assistance should be given to Unofficial Members to cover secretarial, stationery and transport expenses as might be required.

Functions

14. (a) All existing functions to remain with the following ex-

tensions :

(i) Public Housing—all forms of public housing to be placed under one department controlled by the Council. The Director of the department should be a member of the Council.

(There would be no further need for the Housing Authority which would become part of the Housing Department.) (ii) Licensing the present scope of the Council should be expanded to include the licensing of barber shops, liquor licensing, billiard saloons, bowling alleys, cinemas, dance halls, mahjong shops, money lenders, pawnbrokers, skating rinks, table tennis saloons.

(Note: Before acceptance of these additional licensing re- sponsibilities, the Council should have a proper licensing unit. This unit would include the Council's own Health Officers, Health Inspectors, Fire Prevention Officers and Building Surveyors.)

(iii) Street Lighting. The Council already advises on street light-

ing. It is suggested that the Council might assume this function in full and in the event it would have a statutory capacity rather than an advisory function.

(b) Education. The management of Government primary and secondary schools in the urban area should be placed under the control of the Council in this phase, with the Director of Education as a member of the Council to answer questions on matters concerning education policy and planning. The Council should also have representation on the Board of Education. Two
