In reciting the enabling powers, will you not have to be rather more specific and refer, e.g. to section 1(4) of the 1926 Act? The Scrutiny Committee is a good deal more particular now than it was in 1936! I should be inclined to say ".... conferred on him by section 1(4) of the [Act of 1926] as amended by section 1 of the [Act of 1950] and applied by [the Hong Kong Orders] ...
