I received this morning your letter of the 2nd October for which I thank you. I am writing now about the enabling clause of the draft Rules. (We need a little more time to consider the the other matters raised in your letter).
I had already come to the conclusion that the enacting powers should be more specific and on Friday last I redrafted them and a copy of that redraft is attached herewith.
