Please refer to the letter dated 2nd October from the
Lord Chancellor's Office which I received this morning and
to my interim reply of today's date.

The general points which have been raised by
Mr. Bourne are of importance and I have no hesitation in
advising that we should put those points to the Governor.
The method of doing so that I suggest is to send the

Governor relevant extract from Mr. Bourne's letter,
commencing with the words "Apart from the actual draft"
down to the words "Financial Provision" at the end of the
penultimate paragraph of the letter.
3. I have placed below the draft of a reply which I
propose to send to Mr. Bourne and should be grateful to know
whether you agree with paragraph

of the draft.
